What this bid is

The Bay Area Air Quality Management District is asking vendors for information on modernizing its public website and content management system. The agency wants to learn about platform and hosting options, implementation and migration approaches, realistic timing, and total cost of ownership for a large, multilingual site. The answers will help shape a future quote, qualification or proposal request, and the agency decides how to use them.

The work is located in San Francisco, California. Partial responses on a single area of expertise are welcome. The agency says its requirements are still being finalized.

As the agency published it

Bay Area Air Quality Management District - Enterprise Technology Solutions has issued request for information, solicitation 2026-037.

The Bay Area Air Quality Management District ("the Air District") seeks information and conceptual ideas from content management system vendors, implementation and migration service firms, systems integrators, and other interested parties who have knowledge of platforms and approaches for modernizing a large, multilingual, public-agency website. The information gathered from this Request for Information ("RFI") will be used as a guide to understand available solutions and identify vendors who can provide software and services for the Air District's Website Modernization program. The information may also influence how a future Request for Quotes or Qualifications ("RFQ") or Request for Proposals ("RFP") is structured. Specifically, the Air District wants to understand platform and hosting options, implementation approaches, realistic timing, total cost of ownership, and considerations that may inform a future competitive procurement. The Air District's requirements are still being finalized. This RFI is issued for planning and information-gathering purposes only. A respondent need not comment nor offer every capability described in this RFI to respond; partial responses addressing a respondent's area of expertise are welcome.

The Air District is the government agency responsible for protecting air quality in the San Francisco Bay Area. The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. It is governed by a 24-member Board of Directors composed of locally elected officials from each of the nine counties. The Air District’s mission is to improve air quality to protect public health, reduce historical and current environmental inequities, and mitigate climate change and its impacts. The Air District aims to achieve its mission through many strategic goals, including: reducing and eliminating health problems caused by air pollution, achieving and maintaining air quality standards, leading the Bay Area’s efforts to fight global climate change, creating high-quality regulatory programs, and applying environmental best practices in all operations. To do so, the Air District regulates air pollution emissions from stationary emission sources such as factories, refineries, and power plants, and from smaller facilities like gas stations and dry cleaners. The Air District ensures that such facilities comply with air pollution laws and regulations, provides incentives to replace older, higher-emitting vehicles and equipment with cleaner alternatives, and gives grants and provides outreach to encourage healthy clean air choices by businesses and consumers. The Air District implements these efforts with an equity focus, aiming to reduce air quality disparities and promote environmental justice by targeting local air pollution in overburdened communities.
