The City of Thousand Oaks is seeking proposals from qualified construction management firms to provide construction management services for the City’s Downtown Thousand Oaks Project, from pre-construction and design-phase support through bidding and award assistance, construction management, and project closeout. The selected Consultant will support the City throughout project Phases by providing constructability review, cost and schedule input, and construction-feasibility analysis. Services will also include recommendations for sequencing, staging, and utility coordination; assistance with bidding and award; construction management; project documentation; schedule monitoring; change order management; issue resolution; punch list support; and project closeout assistance. The Consultant will coordinate, as directed by the City, with the developer, design consultant, contractor, utility agencies, regulatory agencies, and other stakeholders. At the City’s sole discretion, the agreement may be amended to include construction management services for future Downtown Project phases, subject to City approval, available funding, successful Consultant performance, and compliance with applicable procurement and contracting requirements. The selected firm shall have demonstrated experience with large developer-funded or developer-coordinated infrastructure projects, municipal public works projects, public right-of-way improvements, utility coordination, and stakeholder coordination.
On July 7, 2026, the Thousand Oaks City Council approved the entitlements of the City’s Downtown Project. The Downtown Project is located at 2100 East Thousand Oaks Boulevard, encompasses approximately 17.6 acres, and includes public and developer-related improvements within the Downtown area. The project is anticipated to be delivered in multiple phases. The approved Downtown Entitlement Plans are included as Attachment B and should be used by Proposers as the current planning-level reference for Phase 1. Phase 1 is expected to include the realignment of the Ventura County Watershed Protection District reinforced concrete box culvert, on-site civil improvements, roadway encroachment improvements, public utility improvements, and partial demolition of existing non-structural elements of the Civic Arts Plaza. Phase 2A is anticipated to primarily include construction of the private mixed-use development on the Westside Parcel. Phase 2B is anticipated to include renovations to Carpenter Park. Phase 2C is anticipated to include the City Hall adaptive reuse, including a public market. Phase 3 is anticipated to include construction of the amphitheater. In addition, the Oakwood Improvement Project (CI5814) is anticipated to provide street improvements along Oakwood Drive as part of the Downtown Project, including curb, gutter, sidewalk, drainage, and roadway-widening improvements. RRM Design Group, Inc. is serving as the design consultant for the Downtown Project with Smith Group and KPFF as lead subconsultants. The City is seeking proposals from qualified construction management firms to provide construction management services for the entire Phase 1 delivery period. The selected Consultant will provide pre-construction and design-phase support, bidding and award assistance, construction management, and project closeout services, including constructability review, coordination, cost and schedule review, phasing, staging, utility coordination, and overall project delivery support. The City may, at its sole discretion, amend the selected Consultant’s agreement to include services for future phases of the Downtown Project, subject to City approval, available funding, successful Consultant performance, and compliance with applicable procurement and contracting requirements.
