Request For Proposals from Las Virgenes Municipal Water District, CA - Calabasas, CA

Las Virgenes Municipal Water District, CA - Engineering & Facilities has issued request for proposals, solicitation 2026-RFP-051.

The Las Virgenes Municipal Water District is seeking Proposals for Malibu Canyon - Las Virgenes Road Pipeline and Pump Station Conceptual Engineering Feasibility and Fatal Flaw Analysis Study. Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/lvmwd, no later than 3:00 PM on December 4, 2026.

The Las Virgenes Municipal Water District (District) is considering the development of a treated water transmission pipeline connecting the Pacific Coast Highway (PCH) area to the District's service area at Agoura Rd. via Malibu Canyon - Las Virgenes Road. The pipeline could potentially support future conveyance of treated ocean desalination water and/or provide an interconnection with Los Angeles County Waterworks District 29. The purpose of this assignment is to prepare a Technical Feasibility, Conceptual Engineering and Fatal Flaw Analysis Study to determine whether the proposed pipeline is technically feasible, constructible, permittable, and reasonably achievable from a property, schedule, operational, and cost perspective. Construction of the pipeline and the supporting infrastructure is expected to be particularly challenging. Hard bedrock is expected at shallow depths throughout the canyon, the roadway is relatively narrow, and the road is heavily travelled. A primary objective of the study is to conduct a comprehensive fatal flaw analysis. The Consultant shall objectively identify conditions that could prevent or substantially impair construction or operation of the project and shall not assume that the project is viable. The study shall provide the District with sufficient information to assist in determining whether the project should proceed to additional design and project development phases.

Responses are due December 4, 2026 at 3:00 PM PST.
