What this bid is

The City of Wheat Ridge Parks & Recreation Department wants a consulting firm to help build an updated five-year strategic plan for the department. The work is planning and facilitation rather than field construction: the consultant would assess the 2021 plan, identify progress and remaining needs, recommend a refreshed direction with priorities and measurable outcomes, and align the result with the city's strategic direction and the Parks and Recreation Pathway and Open Space Management Plan.

The buyer is the City of Wheat Ridge, Colorado, and the contract is a documented quote under solicitation 26-50. The city uses a Best Value model, so it weighs qualifications, price, service capability and other factors, and the city decides who is selected. The notice does not state a budget or contract length.

As the agency published it

City of Wheat Ridge - Parks & Recreation has issued documented quote, solicitation 26-50.

The City of Wheat Ridge Parks & Recreation Department is seeking proposals from a qualified consulting firm to facilitate the development of an updated, comprehensive, and actionable five-year strategic plan. The plan will establish a clear organizational direction, identify a focused set of strategic priorities, align resources and efforts across the Department, and establish measurable outcomes and accountability mechanisms to guide decision-making and performance over the next five years. The Department seeks a sophisticated, data-informed planning process that moves beyond broad aspirational statements to establish meaningful priorities, measurable results, and a realistic path to implementation. The resulting plan should serve as a practical management tool that informs resource allocation, operational decisions, annual work plans, and ongoing evaluation of organizational performance. The Department's previous strategic plan, adopted in 2021, will serve as a foundational resource rather than a predetermined framework. The selected consultant will assess its continued relevance and effectiveness, identify progress and outstanding needs, and recommend a refreshed strategic direction based on current organizational conditions, community needs, and future opportunities. The Department's vision and mission remain relevant and will continue to guide the planning process. The updated plan should also align with the City's strategic direction and incorporate relevant priorities and recommendations from existing planning documents, including the Parks and Recreation Pathway and Open Space Management Plan.
