County of Okaloosa - Purchasing has issued request for qualification, solicitation RFQ PW 58-26.
The Board of County Commissioners of Okaloosa County, FL, are seeking proposals for services from firms or individuals licensed to practice in the State of Florida for professional planning and engineering services. This document provides the guidelines by which interested consultants are to submit their interest, qualifications, and proposal. Selection and negotiations will conform to the Florida Consultants Competitive Negotiation Act (CCNA) Chapter 287.055, Florida Statutes and County policy. The proposed draft agreement for the work contemplated by this RFQ is attached and may be subject to change.
The CONSULTANT is to conduct a PD&E Study for a new collector road in Santa Rosa County and Okaloosa County that will run parallel to SR 30 (US 98) to support and alleviate traffic off US 98. The new collector road will connect between the Navarre Community Access Road in Santa Rosa County and the West 98 Collector Road in Okaloosa County, completing the parallel connection between SR 87 and the Hurlburt Field West Gate. The CONSULTANT will be responsible for preparing an Environmental Impact Statement (EIS) in accordance with Department of Defense and Department of the Air Force National Environmental Policy Act (NEPA) Implementing Procedures.
Responses are due October 8, 2026 at 3:00 PM CDT.
