The scope of this procurement includes the acquisition of hardware, installation services, and ongoing Operations and Support (O&S) services. Estimated Value: $994,500.00 Term (Years): 60 months (5 years) Vendor: PASSUR Aerospace, Inc. Justification: The requested goods and services are for the implementation of Vehicle Movement Area Transmitters (VMATs) to enhance surface safety and situational awareness for vehicle operations at Orlando International Airport (MCO) and Orlando Executive Airport (ORL). In alignment with the Federal Aviation Administration’s (FAA) accelerated nationwide deployment of ADS-B vehicle tracking technology and guidance under the Airport Improvement Program (AIP), the VMAT solution will provide real-time, accurate vehicle position data to air traffic controllers, nearby aircraft, and other equipped vehicles, thereby strengthening operational safety and coordination on the airfield. PASSUR Aerospace is uniquely qualified to provide a complete VMAT solution, including procurement, installation, and FAA-compliant operations and support in accordance with FAA Advisory Circular 150/5220-26. PASSUR, in partnership with uAvionix, is currently one of only two active providers offering an FAA-qualified VMAT solution for new installations. These capabilities are necessary to ensure the Authority receives a fully compliant and FAA-qualified VMAT solution that can be successfully implemented, maintained, and supported throughout its lifecycle. PASSUR’s specialized experience, technical expertise, and established support infrastructure make it a reliable source for this safety-critical requirement. Procuring a solution from a supplier without equivalent FAA qualifications or compatible capabilities could result in implementation delays, reduced system effectiveness, increased operational risk, and diminished safety benefits. For these reasons, PASSUR Aerospace represents the most responsive and responsible source for meeting the Authority’s VMAT requirements.
Reference #: 27-112-SGS Subject: 27-112-SGS / SG-00295 - Notice of Intent to Award for Vehicle Movement Area Transmitters (VMAT) intends to award a procurement as a Single Source Procurement in accordance with its Policy 450.03, and State of Florida Statute 287.057 (3) (c). Any responses received in reference to this Notice will be for the sole purpose of determining whether a competitive procurement is in the best interest of the Authority. This is not a solicitation, and there is not a solicitation available. A Single Source Procurement is a purchase that is directed to one (1) source because of standardization, warranty, or other factors, which for justifiable reasons, is found to be most advantageous for the, even though other competitive sources may be available. A Single Source Procurement is a non-competitive procurement method. All are encouraged to notify the Purchasing Agent (Agent), stating their company/agency name, address, contact name, contact email, and a statement regarding their capability to provide the requested goods or services. All responses and questions must be in writing, submitted electronically via the OpenGov e-Procurement Platform ("Platform"), by 5:00 PM on October 7, 2026. The determination not to compete this proposed action based on the responses to this Notice is solely within the discretion of the Chief Executive Officer for purchases up to $250,000.00, and at the discretion of the Aviation Authority Board for purchases that exceed $250,000.00.
