City of Naperville, IL - Public Utilities (Water) | DPU-W has issued invitation for bid, solicitation 26-221.
The City of Naperville is seeking a qualified licensed biosolids (sludge) hauling contractor to remove, transport, and land apply dewatered aerobically digested biosolids for a 24-month bid contract period. Biosolids are to be removed from the Springbrook Water Reclamation Center (SWRC) located at 3712 Plainfield-Naperville Road, Naperville, Illinois. The biosolids will be hauled from SWRC to agricultural farmland and/or sod farms and applied in accordance with United States Environmental Protection Agency (USEPA) Standards for the Use or Disposal of Sewage Sludge (40 CFR Part 503), Illinois Environmental Protection Agency (IEPA) Design Criteria for Sludge Application on Land (35 IAC Part 391), the CITY’S Land Application of Sewage Sludge Permit (2022-SC-67585), and all other applicable federal, state, and local regulations. These specifications are based on the CITY’S current permit which expires on September 30, 2027 (Attachment A). The biosolids produced at SWRC is Class B centrifuge dewatered cake. SWRC biosolids originate in our aerobic digestion process. The aerobically digested thickened biosolids are pumped to a biosolids processing building where centrifuges dewater the material. The dewatered cake is stored in a biosolids storage building.
The estimated quantity of biosolids for this 24-month contract period is 26,000 cubic yards (13,000 cubic yards per calendar year). Actual quantity available for each hauling event varies depending on stockpile production, the timing of sampling relative to scheduled hauling, and the amount of time between events. Prior to any land application operation, the CONTRACTOR may coordinate with SWRC staff to have split samples analyzed for total solids content or other requested analyses. Otherwise, the results from our routine permit required sampling will be used to determine the volume and characteristics of material removed from SWRC for regulatory reporting for both the CONTRACTOR and the CITY. The CITY reserves the right to determine the method used for biosolids weight/volume accountability with agreement by the CONTRACTOR. The CONTRACTOR shall facilitate all SWRC staff requests for inspection, weight verification at certified scales, and monitoring, to ensure the actual weight and volume of the material hauled.
