What this bid is

Boone County is asking for proposals to replace the fire alarm system at the Boone County Jail, 3020 Conrad Lane, Burlington, KY 41005. The existing system is more than 20 years old and has deficiencies. The work includes replacing all initiating devices and wiring, with wiring in the laundry and shower areas run in conduit. The existing horn strobes and wiring stay in place. The jail runs around the clock and holds over 400 detainees, so the job must be phased and the old and new systems must run side by side. The notice says contractors working inside need background checks and tool controls apply.

A mandatory pre-proposal conference is set for 13 October 2026 at 9:00 AM EDT at the jail. The notice says a bid from anyone who did not attend is usually rejected unopened. Questions are due 15 October 2026 at 5:00 PM EDT, and proposals are due 19 October 2026 at 2:00 PM EDT.

Proposals are submitted electronically through the county's OpenGov portal, which requires a free vendor account. Solicitation BCFY27-15 is listed there along with the full document and addenda. Contact Michael Albrecht, Director, at malbrecht@boonecountyky.org or (859) 334-3652. The agency decides who is selected.

As the agency published it

Boone County - Property Maintenance has issued request for proposal, solicitation BCFY27-15.

The Boone County Jail, located at 3020 Conrad Lane in Burlington, KY 41005, is requesting proposals for the replacement of the existing Fire Alarm System. The original system was installed over 20 years ago and is experiencing deficiencies. The upgrade shall include replacing all initiating devices and wiring. The wiring in laundry and shower areas of the building shall be in conduit. The existing horn strobes and wiring shall remain in place.

The Boone County Jail operates 24/7 and houses over 400 detainees. The fire alarm does not report outside the building. The building is a secure, controlled environment, which necessitates background checks for all contractors working in the building and strict controls on tools used in the building. Due to the inability to evacuate the building, the fire alarm system includes unique features, including a smoke evacuation system that overrides the roof top HVAC units and fully exhausts a cell block in the event of a fire event. The upgrade/replacement of the fire alarm system will require a phased approach and the simultaneous operation of the old and new fire alarm systems.
