As the agency published it
City of Roswell - Procurement has issued request for proposal, solicitation RFP-27-004.
The City of Roswell, New Mexico, is soliciting competitive sealed qualifications-based proposals from qualified architectural and engineering firms to provide professional planning, programming, site evaluation, and schematic design services for the development of a new First Responder Campus. The City's primary objective is to develop a modern Police Department facility that addresses current operational, safety, security, and space needs while evaluating opportunities to incorporate additional public safety and municipal departments as part of future campus development. The selected firm will be responsible for evaluating multiple potential sites, coordinating architectural and engineering disciplines, and preparing a comprehensive Schematic Design Report (SDR) to support the City's long-term planning and development of the campus. Design and construction of additional campus facilities are anticipated to occur in phases, subject to available funding.
The Roswell Police Department currently operates from a 36,850-square-foot facility located in downtown Roswell. Originally constructed in 1962 as a banking facility, the building was acquired by the City in the early 1990s and subsequently renovated for use as Police Headquarters. Over time, the facility and its 1.63-acre site have become increasingly constrained in supporting the operational, security, and functional requirements of a modern law enforcement agency. The facility continues to face significant infrastructure and operational challenges, including aging building systems, limited site capacity, and deficiencies that impact long-term functionality and security. The City has determined that the existing facility and site are inadequate to meet the Police Department's current and future needs. As a result, the City intends to pursue the development of a new First Responder Campus that will prioritize the operational, safety, security, and technology needs of the Police Department while evaluating opportunities to accommodate additional public safety and municipal departments. The proposed campus will support long-term planning, operational efficiency, and future expansion, with development anticipated to occur in phases based on available funding.
