The HEARTH Act, enacted into law May 2009, amends, and reauthorizes the McKinney-Vento Homeless Assistance Act with substantial changes, including: Consolidation of five funding categories: homeless programs – Rapid Rehousing, Homeless Prevention, HMIS, Shelter, and Street Outreach. Changes in HUD's definition of homelessness and chronic homelessness. Increased focus on prevention and rapid re-housing activities. Increased emphasis on performance and continuum-wide coordination The City of Syracuse is accepting proposals for ESG program activities in the following four funding categories only: Rapid Rehousing, Homeless Prevention, Street Outreach, and Homeless Management Information System (HMIS). The City of Syracuse Department of Neighborhood and Business Development (NBD) is seeking proposals for the use of Emergency Solutions Grant (ESG) Entitlement Grant funding for Program Year 53. The program year runs from May 1, 2027 – April 30, 2028. Proposals must align with the strategic priorities and address community needs outlined in the City of Syracuse’s 2025-2029 Consolidated Plan. PRESERVE QUALITY & SAFETY OF EXISTING HOUSING - Provide direct financial assistance to existing homeowners for rehabilitation, improvements and repairs to address health, safety, energy efficiency, or lead remediation PROMOTE AFFORDABLE HOMEOWNERSHIP - Provide direct financial assistance to new homeowners for down payments or closing costs - Provide education and counseling for first-time homebuyers CREATE NEW AFFORDABLE HOUSING - Construction & development of new affordable housing for first-time homebuyers - Construction & development of new affordable multi-family rental housing PREVENT & ADDRESS HOMELESSNESS - Homeless prevention services, street outreach, and rapid rehousing activities - Security deposits - One-time or short-term emergency payments to prevent homelessness PROVIDE QUALITY HOUSING RESOURCES & PUBLIC SERVICES - Legal services for housing, such as eviction prevention, estate planning and bequests - Fair housing activities - Housing programs or services targeted for one or more special populations, including • Unhoused individuals • People with AIDS and/or HIV • People with disabilities • Victims of domestic violence • Seniors • Immigrants or refugees - Landlord / tenant counseling - Housing information and referral services - Other housing information services IMPROVE NEIGHBORHOOD HEALTH - Address neighborhood vacancy and blight through demolition, correction of code violations, or other façade improvements - Maintain foreclosed property BUILD FAMILY WEALTH & PROMOTE ECONOMIC INCLUSION - Workforce development programming targeting underserved Syracuse residents that focuses on existing and projected employment opportunities, most notably the construction trades and supporting the Syracuse Build collaborative - Developing creative financing solutions to assist individuals, families, and small business owners in achieving their goals and achieving long-term sustainability. IMPROVE NEIGHBORHOOD VIBRANCY - Support city-owned community centers with emphasis on quality programming for youth and seniors
Please note that ESG funding is extremely competitive and not all applicants will receive funding. The City of Syracuse's allocation is always estimated until we receive our final allocation letter from the Department of Housing and Urban Development (HUD). The decision to fund is based, in part, on how well the proposed program aligns with NBD's strategic funding priorities as outlined in our 2025-2029 Consolidated Plan and provided above. Reservations i. The City of Syracuse reserves the right to accept or reject any or all proposals received. ii. The City of Syracuse reserves the right to seek additional information from organizations, especially those not previously funded by the City. iii. The City of Syracuse reserves the right to establish spending guidelines for all projects. Homeless Definition: “Individuals and families who lack a fixed, regular and adequate nighttime residence; this includes a subset for an individual who resides in an emergency shelter or a place not meant for human habitation and who is exiting an institution where he or she temporarily resided; individuals and families who will imminently lose their primary nighttime residence; unaccompanied youth and families with children and youth who are defined as homeless under other federal statutes who do not otherwise qualify as homeless under the definition by HUD; Individuals and families who are fleeing, or are attempting to flee, domestic violence, dating violence, sexual assault, stalking or other dangers or life threatening conditions that relate to violence against the individual or family member”. Eligibility Requirements: Applicants may be non-profit agencies and local governmental entities that provide direct services to homeless persons or persons at risk of becoming homeless. ESG Match requirements are 100% from non-ESG sources. Match sources must be listed on the budget worksheet and can be cash or in-kind. Agencies must have a 1:1 match to ESG funding. ESG funding may be used by shelters and other service providers for five main categories of eligible activities: Rapid Rehousing Activities (24 CFR 576.104): Aiding individuals and families who are literally homeless, to transition as quickly as possible into permanent housing. Homeless Prevention Activities (24 CFR 576.103): Individuals and families who are at imminent risk or at risk of homelessness, meaning those who qualify under paragraph (2) and (3) of the homeless definition or those who qualify as at risk of homelessness. Individuals and families must have an income at or below 30% of AMI. Street Outreach (24 CFR 576.101): Providing outreach, engagement, case management, emergency and/or mental health services, transportation or services to special populations are essential street outreach services for unsheltered individuals and families. Homeless Management Information Systems (HMIS) (24 CFR 576.107): Under HEARTH, HMIS participation is a statutory requirement for ESG recipients and sub-recipients.
