Feasibility Study for Naylor's Run and Pennsy Trails (TCDI Project Category 5 – Transportation and Infrastructure Planning)
What this bid is
The Delaware Valley Regional Planning Commission, the federally designated metropolitan planning organization for the Greater Philadelphia region, is asking for proposals for a feasibility study covering the Naylor's Run and Pennsy Trails. The notice files it under transportation and infrastructure planning, and the work is planning-stage: DVRPC says its own concepts are conceptual and may need later engineering design and feasibility analysis, and that the decisions on carrying out any plan rest with the governments or authorities that own and maintain the facility.
The notice says a budget proposal is attached and lists a second attachment of 2026 prequalified TCDI consultants and categories. It also says to check whether you must be on a prequalified list before a bid will be opened. The notice names Disadvantaged Business Enterprise as a set-aside. The notice does not give a dollar value or duration in the text here, so check the attached budget proposal and the full solicitation.
Who should bid
