The Virginia Bridge Blvd over NSRR bridge is undergoing rehabilitation to repair structural elements and concrete deck and railing pedestal. The project will repair and protect concrete elements and extend the useful life of the bridge.

Basis of Award: It is our intent to award this project for the base bid. Additive Bid Alternate No. 1 will be considered provided pricing is considered reasonable and within the budget for this project. Notification will be made if we intend to include the additive in the award. Please ensure pricing for both tables is provided. Only include the Base Bid total for your bid in your response package. All Requests for Information (RFIs) shall be submitted no later than October 22, 2026 4:00 PM through the Questions portal at https://procurement.opengov.com/portal/norfolk/projects/307764. Any RFI submitted after this date cannot be guaranteed a response by the City.

Responses are due November 16, 2026 at 4:00 PM EST.

A mandatory pre-proposal conference is scheduled for October 14, 2026 at 10:00 AM EDT at Online via MS TEAMS. Bidders are to e-mail Sayyar Sajjad at sajjad.sayyar@norfolk.gov to receive an invite to the virtual meeting no later than 11:00 AM on Tuesday, October 13, 2026. Meeting is not mandatory for those that attended the meeting for original posting of this project (23192)..
