What this bid is

The County of San Mateo wants a construction auditing firm to review four Event Center Improvement Projects in Redwood City, California. The projects are the San Mateo County Resiliency Center, the Cypress Restroom Project, the RV Park Project and the CalOES Generator Project, and they were partly paid for from the County General Fund.

The work is an audit rather than construction. The reviewer would go through procurement, payment records, bidding and selection, change orders, contractor pay applications, invoices, labor and material costs and supporting paperwork, to check whether amounts billed were supportable under each contract. The notice says the purpose is to look into financial accountability concerns and report on possible overpayments and unsupported costs, plus suggest improvements to the County's controls. The notice asks for firms that are independent and have experience with possible misuse of government funds. Whether a firm fits that description is for the County to decide.
