As the agency published it
Sacramento Area Council of Governments - Planning & Programming has issued request for qualifications, solicitation FY27-02-RFQ.
SACOG is soliciting proposals from consultants to assist SACOG and provide environmental support for a technical update related to the Metropolitan Transportation Plan/Sustainable Communities Strategy (MTP/SCS), better known as the “2025 Blueprint.” In accordance with environmental compliance procedures under federal metropolitan planning law and regulations, the California Environmental Quality Act (CEQA) statutes and guidelines, and other relevant federal and state environmental laws and regulations, SACOG prepared and certified a Program Environmental Impact Report (PEIR) for the 2025 Blueprint (adopted November 2025).
SACOG serves as a Joint Powers Authority (JPA) of city and county governments in El Dorado, Placer, Sacramento, Sutter, Yolo and Yuba counties. As the only public agency with members from all 28 jurisdictions in the greater Sacramento region, SACOG plays a unique role as the place where local governments can come together to take on critical issues facing the region and to tackle problems that are too big for any one jurisdiction to solve on its own. SACOG is tasked by state and federal law with long-range planning for the region but also plays an important role in working with local partners to advance more immediate solutions to some of the region’s shared challenges of transportation, housing, air quality, climate change and the protection of the region’s agricultural and natural resources. Starting with the development of the 2025 Blueprint, SACOG has committed to three strategic goals of equity, economy, and environment. For more information, please visit our website: https://www.sacog.org. The agency serves as the region’s federally designated Metropolitan Planning Organization (MPO) and plays a dual role in leading long-range planning and investing in near-term transportation solutions in partnership with local jurisdictions. SACOG is also the State of California designated Regional Transportation Planning Agency (RTPA) for the counties of Sacramento, Yolo, Sutter and Yuba. As designated by the State of California, Placer and El Dorado counties serve as Regional Transportation Planning Agencies (RTPAs) for those counties and are responsible for their state-level transportation plans. SACOG, functioning as the RTPA for Sacramento, Sutter, Yolo, and Yuba counties, collaborates with Placer County Transportation Planning Agency (PCTPA) and El Dorado County Transportation Commission (EDCTC) to maintain consistency across county plans and the broader regional framework. SACOG, designated by the Federal government as the MPO, oversees the regional transportation plan for the Sacramento region. SACOG must complete regular updates to the MTP/SCS in coordination with local government agencies including all six counties, 22 cities, transit operators, the local Caltrans District (District 3), and others. For the 2025 Blueprint (MTP/SCS) adopted in November 2025, SACOG prepared a Program Environmental Impact Report (PEIR) in accordance CEQA. As a program-level document, the certified PEIR analyzed the cumulative effects of proposed actions, as well as transportation improvements and land use development for the planning horizon of 2050. Additionally, the 2025 PEIR identified strategies to avoid or mitigate those environmental impacts, where feasible. It also provides the basis for further project-level CEQA compliance for the implementation of future projects. In accordance with Appendix G of the State CEQA Guidelines, the PEIR analyzed the following environmental factors: Aesthetics, Agriculture Resources and Forestry Resources, Air Quality, Biologica
