The City of Pueblo Administration Building’s hot-water circulation system includes eight Johnson Controls actuator valves installed during the building’s original construction in the late 1980s. These valves regulate hot-water flow in response to heating demands and support the coils serving the building’s air-handling units. The existing valves have reached the end of their useful service life and are now obsolete. Replacement parts are no longer available, preventing reliable repair or rebuild of the current equipment. To maintain dependable heating-system operation, the City intends to replace all eight valves with Johnson Controls Series M100 valves, or approved equivalents, compatible with the existing 120V power supply and 24V thermostat-control transformers.

A mandatory pre-proposal conference is scheduled for September 30, 2026 at 2:00 PM MDT at Meeting will be held at the Wastewater Reclamation Facility Administration Building Conference Room, 1300 S. Queens Ave., Pueblo, CO 81001. Site visit to follow. -Bidders are encouraged to bring the personnel that will actually be assigned to the project. Please limit to four (4) people per company. -Bidders MUST bring their own cameras, notepads, tape measures, recording devices, etc. and take their own measurements, photos, and notes. -It is the Bidder’s responsibility to obtain all necessary information at the site visit..
