What this bid is

The Town of Manchester Water and Sewer Department wants a contractor to replace Siphon No. 1 and Siphon No. 3 at the Globe Hollow Water Treatment Plant at 125 Spring Street, Manchester, CT, and to repair the related discharge valves in the trough. The finished work is meant to match the repairs already done on Siphons 2 and 4. The Town will drain both sedimentation basins before the work starts, Siphon 1 comes first and Siphon 3 follows, and the plant stays in operation. The sequence may change based on operational needs.

The notice says prevailing wage rates apply, so labor has to be priced at the published rates, and it flags a pre-bid meeting. The notice describes that meeting as non-mandatory, scheduled for 3 November 2026 at 10:00 AM EST at the plant. Questions are due 10 November 2026 at 4:00 PM EST, and responses are due 17 November 2026 at 11:00 AM EST. Responses go through the OpenGov portal, which requires a free vendor account.
