What this bid is

This is a notice of intent, not an open bid. The City of Port St. Lucie's Facilities Maintenance group plans to award a non-competitive (sole source) contract to Harold Beck & Sons for actuators used to control valves at water and wastewater facilities. The notice cites Florida Statute 287.057(3)(c). The title mentions elevator modernization, but the body of the notice describes only the actuators, so check the official notice before assuming elevator work is involved.

No solicitation document is available. Interested suppliers may send a statement of capability by 27 October 2026, 5:00 PM EDT. The City will review these statements only to decide whether a competitive process is needed. They are not treated as bids, proposals or quotes, and the City makes that decision.

Contact Roger Jacob, Construction Project Director, at roger.jacob@cityofpsl.com or (772) 281-9252. Submissions go through the City's OpenGov portal, which requires a free vendor account.
