City of Winter Haven, FL - Procurement has issued request for qualifications.

The City of Winter Haven is interested in receiving Statements of Qualifications for RFQ-26-52 Design Build Services for the Utility Administration Facility, Water Education Center, and Operations Facility (Re-Bid II). Statements of Qualifications are to be submitted through the Procurement Portal no later than 2:00 PM on October 23, 2026.

The City of Winter Haven operates under a Council-Manager form of Government. Five elected City Commissioners are responsible for City policy. The City Manager, who reports to the Commission, is responsible for the day-to-day operations of more than 600 employees. Winter Haven is a full-service City, providing services in the areas of Police, Fire, Water and Sewer Utilities, Solid Waste, Roads and Drainage, Building Permitting and Inspections, Planning, Parks and Recreation, Libraries, Cemeteries, and multiple internal support functions. The current population is approximately 64,000; however, the greater service area is estimated at 83,000.

Responses are due October 23, 2026 at 2:00 PM EDT.

Questions must be submitted by October 15, 2026 at 2:00 PM EDT.
