The City of Frederick ("City") proposes the use of the engineering consultant delivery method for the Harry Grove Stadium Roof Replacement Project, CIP No. 450102. The selected consultant shall provide project management, existing-condition investigation, architectural and engineering design, surveying and drafting as required, preparation of construction documents and cost estimates, permitting support, bidding assistance, construction administration, coordination of project-specific materials testing, inspection, and acceptance services identified in the approved testing and acceptance plan, manufacturer-required warranty inspections, and project closeout services. The scope of services shall be limited to the original stadium structures identified on Exhibit A - Project Limits and Roof Area Identification, which is included with this RFP. Newly constructed facilities, including the home and visiting team clubhouses and their associated roofs, are excluded except for coordination required at interfaces with the original construction. The consultant shall verify existing conditions and interfaces within the indicated project limits.
Harry Grove Stadium, located at 21 Stadium Drive, Frederick, Maryland 21703, was constructed in 1989 and opened in 1990. The stadium is home to the Frederick Keys, the High-A affiliate of the Baltimore Orioles. In addition to regular-season and postseason professional baseball, the stadium hosts community and private events throughout the year, including events utilizing the surrounding parking areas. The stadium includes several roof assemblies. Much of the original stadium is covered by an existing aggregate-surfaced roofing system that has reached the end of its service life. The selected consultant shall verify the composition and condition of the existing assembly through review of available records, non-destructive investigation, authorized roof cores, and other appropriate methods. Several areas are covered by metal roofing that may remain serviceable but shall also be evaluated as part of this project. A significant access constraint exists at the press box roof, which is located beneath an elevated concrete seating deck. Approximately 8 to 12 inches of clearance exists between the top of the roof assembly and the underside of the concrete seating deck, making conventional inspection, maintenance, repair, and replacement impracticable. Over the years, various contractors have performed localized repairs and partial roof replacements. Based on the records currently available to the City, the complete roofing system has not previously been replaced. Several existing downspouts discharge directly onto lower roof areas, contributing to localized water accumulation and accelerated deterioration. The existing drainage configuration also directs water toward certain public areas. The selected consultant shall evaluate the roof drainage system and design modifications that direct stormwater to appropriate discharge locations without discharging onto roof surfaces or public circulation areas. Eight existing stadium speakers are mounted on stanchions fastened through the metal roofing to the roof deck. These penetrations create long-term waterproofing and maintenance concerns. The selected consultant shall evaluate the existing supports and design an alternative mounting system that minimizes or eliminates roof penetrations while maintaining required structural capacity, weather resistance, speaker orientation, and service access. The original stadium includes multiple canopy structures throughout the facility, including canopies along the main concourse, over the ticket booth, and at the main entrance. Many of these canopies exhibit significant deterioration and are anticipated to require complete replacement, while others may be suitable for rehabilitation and continued use. All canopy structures associated with the original stadium shall be included in the project. The selected consultant shall evaluate each canopy, determine whether it should be retained, rehabilitated, or replaced, and prepare complete construction documents and cost estimates
