County of Frederick, MD - Procurement has issued statement of qualifications, solicitation 27-198-CP.

Purpose: Frederick County, Maryland has determined that contractors who submit bids on this project must be prequalified. Contractors interested in bidding this project are required to complete a Prequalification Questionnaire. The County will evaluate the questionnaires submitted by each Contractor for the purpose of determining, in a timely manner, bidders who are deemed qualified for successful performance of the type of work included in this project. Rights Reserved by Frederick County: Bidder Responsibility: While it is the intent of this pre-qualification process to assist the County in determining bidder responsibility prior to the bid and to aid the County in selecting the lowest responsible, responsive bidder, the decision to prequalify a bidder shall not constitute an affirmative determination of bidder responsibility by the County. A pre-qualified bidders bid may be rejected as non-responsible on the basis of a post-bid determination resulting from subsequently discovered information or changed circumstances. The County’s action in rejecting a respondent’s bid as non-responsible is final. Minor-Irregularities/Omissions: The County reserves the right to waive minor irregularities and omissions in the information contained in an applicant’s pre-qualification submission. Sole Judge: The County shall be the sole judge in the pre-qualification determination of applicants. Additional Investigations: The County reserves the right to request additional information from Applicants and to make any additional investigations deemed necessary by the County to make a determination relating to pre-qualification of an applicant.

Responses are due November 2, 2026 at 4:00 PM EST.
