In order to advance and strengthen the mission and strategic plan, DEE desires to develop a qualified list of non-profit partners for potential collaboration in future grant funding opportunities. These partnerships will utilize innovative solutions and shared efforts to help move forward mutually beneficial outcomes to leverage funding and services to expand reach, improve efficiency, and map the way to a resilient future. Potential projects will be selected that strengthen infrastructure, protect and conserve natural resources, increase renewable energy production, provide economic savings, prepare for technological advancement in the energy section, and protect vulnerable populations. Building non-profit partnerships and collaboration is essential to mutual success.

The Frederick County Division of Energy & Environment (DEE) empowers the county with resilient, equitable solutions to environmental challenges; partners with the community to mitigate climate risks, enhance watershed quality, and modernize energy systems; and ensures that sustainability is for everyone. DEE ensures that Frederick County remains in compliance with State and Federal environmental regulations; makes measurable progress toward local and regional climate goals; and supports the sustainability and adaptability of government operations, local businesses, and members of our community. The Division also focuses on making the Frederick community more resilient, adaptable, equitable, and environmentally responsible. DEE consists of three main interconnected operations focuses: Stormwater, which ensures compliance with the federal Clean Water Act and Maryland’s Municipal Separate Storm Sewer System (MS4) permits. Efforts include water quality monitoring, reforestation and watershed restoration, pollutant reduction, and stormwater infrastructure. They provide the community with flood protection, ecological enhancement, and environmental data and outreach. Stormwater’s mission is to protect, maintain, and enhance public health, safety, and general welfare by enforcing state and local requirements and procedures that control the adverse impacts of manmade impervious surfaces and stormwater runoff. Climate and Energy, which leads efforts toward the County Council’s goal to reduce greenhouse gas emissions 50% by 2030 and 100% by 2050. C&E ensures compliance with the State’s Climate Solutions Now Act and Building Energy Performance Standards. They provide interagency support, data-driven strategies, and programs to build adaptable operations, a resilient community, and a decreased impact on the environment. Climate and Energy works in support of county and regional goals to address climate change and to reduce greenhouse gas emissions in accordance with local, state, and federal targets. C&E’s projects increase Frederick County’s energy independence, provide economic opportunity and technological advancement, improve the resiliency of County operations, and attract grant funding. They provide resources to support taking green actions, conserve energy and reduce utility costs, and connect people to programs and incentives that make our community more sustainable thereby reducing greenhouse gas emissions and strengthening the county’s resilience to extreme heat, flooding, severe storms, and other climate hazards. Sustainability and Equity, which ensures that DEE’s programs meet the needs of the entire community, including historically underserved and overburdened populations. Through building partnerships and leveraging grant funding to reduce barriers and increase participation in sustainability initiatives, this approach provides equitable, accessible, effective outreach to engage the community.
