What the agency needs

Request For Information (RFI) from Washington Suburban Sanitary Commission, MD - Laurel, MD

Washington Suburban Sanitary Commission, MD - Procurement Office has issued request for information (rfi), solicitation 2026-70022.

Washington Suburban Sanitary Commission (“WSSC Water” or “WSSC”) is issuing this Request for Information (“RFI”) for market research and planning purposes to obtain information from the construction industry regarding the feasibility, structure, and commercial considerations associated with utilizing a Construction Manager at Risk (“CMAR”) project delivery method. WSSC is particularly interested in understanding commercially viable CMAR pricing and compensation structures that can operate within WSSC's statutory and regulatory requirements concerning cost-plus-percentage-of-cost contracting. This RFI is intended to assist WSSC in evaluating potential project delivery and procurement strategies. It is not a solicitation for bids or proposals and will not result in the award of a contract.

WSSC Water is a bi-county State agency created under Division II of the Public Utilities Article of the Annotated Code of Maryland. WSSC provides water and wastewater services to customers within Montgomery and Prince George's counties, Maryland. As part of its continuing evaluation of alternative project delivery methods, WSSC is considering whether CMAR may provide an appropriate delivery strategy for certain future capital construction projects. Under a typical CMAR model, the Construction Manager may participate during the design and preconstruction phases by providing constructability reviews, scheduling, estimating, value engineering, procurement planning, risk analysis, and other preconstruction services. The Construction Manager subsequently assumes responsibility for construction, generally subject to an agreed Guaranteed Maximum Price (“GMP”). WSSC is evaluating how such a model could be structured within its applicable statutory and regulatory framework.
