Request For Proposal from City of Charlottesville - Charlottesville, VA

City of Charlottesville - Public Works - Capital Development has issued request for proposal, solicitation RFP 27-42.

The City of Charlottesville’s Capital Development Division is requesting proposals from qualified architectural/engineering firms or individuals to provide comprehensive design, planning, and construction administration services for the renovation of the JMRL (Jefferson Madison Regional Library) Central Library facility located at 201 E Market St, Charlottesville, VA 22902. The primary goal is to modernize the facility's aging infrastructure, optimize interior spaces for modern library operations, provide flexibility for future operation, and achieve high-level environmental sustainability while strictly respecting the building’s historic fabric.

The JMRL Central Library was originally built in 1904 as a Courthouse and is in generally fair condition, but is dated and inadequate to support current JMRL operations. Mechanical/Electrical/Plumbing (MEP) is the driver for this project. Over the years, there have been several renovations, uses, and configurations of this building. The existing building is approximately 18,000 square feet of interior space on three levels, including an addition built circa 1937. The existing facility is located at 201 E Market St, Charlottesville, VA 22902 (parcel number 330196000). The site is approximately 0.59 acres in a busy urban area of Charlottesville.

Responses are due December 11, 2026 at 2:00 PM EST.

A non-mandatory pre-proposal conference is scheduled for October 26, 2026 at 1:30 PM EDT at JMRL Central Library, 201 E Market St, Charlottesville, VA 22902, Second floor, Swanson Case Courtroom.
