City of Lakeland - LE - Production - MPP has issued request for proposal, solicitation 2026-RFP-120.

The City of Lakeland, Lakeland Electric (OWNER), is seeking qualified contractors to provide all labor, supervision, materials, equipment, and services necessary for the replacement of the existing cooling water distribution system at McIntosh Power Plant. The work generally consists of removing the existing header piping, lateral piping, and spray nozzles and furnishing and installing a complete new distribution system. The work will be performed during the Spring 2027 (April 30-May 17) scheduled outage. The Contractor will be required to coordinate closely with Lakeland Electric and complete the work within the established cooling tower availability window to support scheduled unit startup activities.

The existing McIntosh Power Plant cooling tower is an eight-cell, back-to-back counterflow cooling tower. The existing distribution system requires replacement to maintain the reliability and performance of the cooling tower and associated generating unit. The cooling tower is required during portions of the unit shutdown and startup process to support plant equipment. Therefore, although the Spring 2027 outage is scheduled from April 28 through May 19, 2027, the cooling tower will not be released for this work until April 30, 2027 and must be returned to an operational condition no later than May 17, 2027. Contractors should account for this limited work window when developing their staffing, equipment, material delivery, and execution plans.

Responses are due October 14, 2026 at 4:00 PM EDT.

Questions must be submitted by October 6, 2026 at 5:00 PM EDT.

A mandatory pre-proposal conference is scheduled for September 30, 2026 at 9:00 AM EDT at McIntosh Power Plant, Unit 5 Assembly Room 3400 East Laker Parker Road, Lakeland, FL 33805 (enter through Gate 8 – 3 story building on the right - 3rd floor ).
