What this bid is

The City of Port Orange is asking for bids to restore the City Center Sport Complex ballfields, a project covering about 8 acres of developed parkland. The site is a former municipal landfill used in the 1950s, 1960s and early 1970s, and the City cites buried waste and settling as reasons for the work.

The work described includes digging out and removing the upper three feet of soil across the project area, finding, removing, testing and lawfully disposing of any solid waste or landfill material met during digging, laying a reinforced geotextile membrane across the site, replacing and compacting fill and topsoil, and rebuilding the ballfields, parking lot and related site features.

A mandatory pre-proposal conference is set for 12 October 2026 at 10:00 AM EDT at Council Chambers, 1000 City Center Circle, Port Orange, FL 32129. Questions are due 19 October 2026 at 4:00 PM EDT, and bids are due 2 November 2026 at 2:30 PM EST. Bids are submitted electronically through the City's OpenGov portal, which requires a free vendor account. The agency decides who is selected. As the agency published it

City of Port Orange - Engineering has issued invitation to bid, solicitation ITB-26-22-CW.

The work generally consists of excavation and removal of the upper three (3) feet of soil throughout the project area; identification, removal, characterization, and lawful disposal of any solid waste or landfill materials encountered during excavation; installation of a reinforced geotextile membrane across the site; replacement and compaction of suitable fill and topsoil; and reconstruction of the ballfields, parking lot, and associated site improvements. The objective of the project is to restore site functionality, provide long-term stability, and improve the safety and usability of the City Center recreational facilities while appropriately managing legacy landfill conditions encountered during construction.

The City Center Ballfields are located on a former municipal landfill that operated during the 1950s, 1960s, and early 1970s. Due to the presence of historic buried waste and ongoing settlement concerns, the City is undertaking a comprehensive restoration and reconstruction project across approximately 8 acres of developed parkland.
