Rancho Cordova Complete Streets Implementation Guide
What this bid is
The City of Rancho Cordova wants a consultant firm to prepare its first Complete Streets Implementation Guide. The job is a professional planning and design services contract, not construction. The notice says the guide will pull together existing City, County and State standards into one illustrated reference for developers, designers and city staff, and will include design cross sections, renderings, details, a post-project evaluation tool, a funding and implementation strategy, and concept designs for selected streets. The work is funded by a Caltrans Sustainable Transportation Planning Grant.
The City is also buying consultant services for a Traffic Safety Action Plan at the same time. A firm may bid on either or both, and each is scored and awarded separately. The notice does not state a budget, schedule or duration. Proposals are due 13 November 2026 at 5:00 PM PST, and questions are due 23 October 2026 at 5:00 PM PDT. Submit electronically through the City's OpenGov portal, which requires a free vendor account. Contact Drew Hart, Senior Transportation Planner, at dhart@cityofranchocordova.org or (916) 851-8958. The City decides which proposal is selected.

As the agency published it
City of Rancho Cordova - Public Works has issued request for proposal, solicitation 80093-RFP-001.
The City of Rancho Cordova is soliciting proposals from qualified firms to prepare the City's first Complete Streets Implementation Guide. Funded by a Caltrans grant, this effort will develop a Complete Streets Implementation Guide. The Guide will consolidate and visualize standards from City, County, and State sources, align with regional and State documents, establish city preferences, and create an illustrated, user-friendly reference document. The resulting Guide will serve as a one-stop reference and implementation tool to help developers, designers, and city staff deliver a safe, multi-modal, and climate-resilient Rancho Cordova. The City is simultaneously procuring consultant services for its Traffic Safety Action Plan (TSAP) and Complete Streets Implementation Guide. Consultants may submit proposals for either or both procurements. Where a consultant team is shortlisted for both projects, the City anticipates conducting a combined interview addressing both assignments. Each procurement will remain independently evaluated, scored, ranked, negotiated, and awarded. The project will produce the following: A unified, citywide set of Complete Streets design cross sections, renderings, and details consistent with City, partner agency (transit, fire, stormwater, etc.), State and national standards. Refine internal procedures to direct capital improvement project development to ensure Complete Streets practices. A post-project evaluation tool. A funding and implementation strategy linking projects to funding programs such as the Active Transportation Program (ATP) and Highway Safety Improvement Program (HSIP). Concept designs of selected streets.
The City of Rancho Cordova received a Caltrans Sustainable Transportation Planning Grant to deliver this work. Currently, design standards, policies, and guidance live in more than a dozen documents such as standard drawings, City code, General Plan policies, County standards, and regional standards and manuals. The Guide will serve as a one-stop reference guide and the City’s foundational document for implementing Complete Streets. It will attempt to balance the access and mobility needs of everyone who uses and travels in the right-of-way: people walking, biking, driving, riding transit, or moving goods/freight, ensuring that every roadway project supports a safe, multi-modal, climate resilient Rancho Cordova.
