What this bid is

The City of Rancho Cordova wants a consultant team to help it use the Safe System Approach to traffic safety. The work covers how the City makes transportation safety decisions, prioritizes investments, develops projects, and measures progress over time. The City leaves the approach largely to the consultant's expertise.

The effort is tied to a federal Safe Streets and Roads for All grant and includes three parts: a comprehensive Traffic Safety Action Plan built from the City's 2022 Local Road Safety Plan, an update of the Neighborhood Traffic Management Program, and a demonstration to test traffic safety data software. The same buyer is also procuring a Complete Streets Implementation Guide. Firms may bid on either or both, and each is scored and awarded separately.

Questions are due 23 October 2026 at 5:00 PM PDT. Proposals are due 13 November 2026 at 5:00 PM PST. Submit through the City's OpenGov portal, which requires a free vendor account. Contact Drew Hart at dhart@cityofranchocordova.org or (916) 851-8958. The agency decides who is selected.

As the agency published it

City of Rancho Cordova - Public Works has issued request for proposal, solicitation 80117-RFP-001.

The City is seeking a consultant team to help Rancho Cordova use the Safe System Approach to improve how the City makes transportation safety decisions, prioritizes investments, develops projects, and measures progress over time. The City has intentionally provided as much space in this RFP for the Consultant to recommend the best approach, based on their expertise. The City strives to be a leader in traffic safety, and views this effort as a critical opportunity. The City is simultaneously procuring consultant services for its Traffic Safety Action Plan (TSAP) and Complete Streets Implementation Guide. Consultants may submit proposals for either or both procurements. Where a consultant team is shortlisted for both projects, the City anticipates conducting a combined interview addressing both assignments. Each procurement will remain independently evaluated, scored, ranked, negotiated, and awarded.

In 2024, the City of Rancho Cordova was awarded funding through the U.S. Department of Transportation Safe Streets and Roads for All (SS4A) program to develop a Traffic Safety Action Plan (TSAP). The City adopted its first Local Road Safety Plan (LRSP) in January 2022. The LRSP provides a strong data-driven foundation, including emphasis areas and priority locations. This preceded the establishment of the Safe System Approach and does not fully address the policy, process, leadership, equity, engagement, implementation, and transparency elements required of an SS4A Action Plan. The funded effort includes three related components: Development of a comprehensive Traffic Safety Action Plan that builds from the LRSP and fully incorporates the Safe System Approach Evaluation and update of the City's Neighborhood Traffic Management Program (NTMP) A demonstration activity to identify, test, and evaluate traffic safety data software and related data/analytical solutions that respond to needs identified through the planning process
